UnderSeawolf: ROV for Long Island Sound

Hi there and thanks for stopping by,
Every now and then I get an idea for my ROV but I have been stuck for a while now as I am trying to figure out how to, compactly, rotate those thrusters you see in the image. I was thinking about designing a 2-Axis module to go in between the ROV and the Thruster using either servos or stepper motors, "Waterproofed of course". The problem is that I want to design the module out of PVC pipes and/or fittings and can not find a good configuration. Unless there is something out there that can make this easier for me.
