This will tell you how to make one

Cut the slots facing inward at a 45degree angle

Cut the slots at the OPPOSITE 45 degree angle

When the steam comes in it is cut with a saw toothed edge disc( not shown ), for the air to go around and then into the stator to make the rotor spin( similar to a hero engine



Don't forget the whistle valve
