Cutting the Bottle

First, cut the bottle in half at a reasonable point so that the bottle and the straw will fit good enough.
Paper Towel Hornet

Next, fold a paper towel a few times and then roll it tightly so that it will fit in the water bottles spout.
Fitting the Paper Towel

Then, stick the paper towel into the spout of the water bottle leaving it sticking out a good bit so it can collect water.
Putting It All Together

Last but not least, we put the straw between the water bottles top and bottom and steady it.
Tape It Up and You're Done

Finally, tape the water bottle and the straw together and that is the final product. In order to use this just use a funnel to get water into the bottom and add some seeds and dirt in the top. (P.S. This is my first instructable so please give feedback. I'm also going to enter this into the Hydroponics contest so please vote.)
