The doll must turn a little, stop turning, stick his tongue out and continue turning. So cut some rubber band to the length of half of wheel perimeter and attach it to the wheel with glue. Attach a needle to the wheel on the opposite side of the rubber band. Then attach the wheel to the motor.

Make some holes with drill on the plastic sheet to fasten the motor on the sheet by wires coming through the holes. Place the motor on its position and attach it with glue and fasten it by pulling wires. Note that you must adjust the motor elevation in a way that the wheel touches ground only by the rubber band (only half of its perimeter).
