Video will give you a good overview on how to create such a rocker arms clothes hanger. But the following steps will still contain some extra useful information.

Find Rocker Arms and Clean

Now you have to find rocker arms with shaft. I found it on scrap. This is a part from car's engine. Disassembly all pieces and clean them. I used diesel and petrol.

Prepare Rockers Arm

After cleaning all parts you can use angle grinder to make them more glossy. Rocker arms can twist on shaft, to stop them in right position I made a thread in every arm. I didn't have to make holes in shaft, because they were there.

Paint

You should paint rocker arms because sometimes clothes are wet and steel can rust. Before paint clean arms in alcohol. Now paint(I used clear coat).

Assembly Rocker Arms

When all parts are painted start assembly all parts together.

To make my clothes hanger more "interesting" I made a big wrench behind. You can download template below (CDR and JPG). Draw wrench on plywood and cut the shape. Improve edges (I used belt sander and wood file). Drill holes for hanger and paint.

Finish
