Cut Off the Plastic on the Dispenser
Cut on each side side where the arrows point.
MAKE SURE SCISSORS ARE STRONG ENOUGH TO CUT THROUGH THE PLASTIC
(Be careful not to cut yourself)

Do the Same on the Other End
The tricky part is removing the plastic from inside the head. It may take some time, but it can be done.
Strip the Plastic Off of the Flash Drive (Carefully!)
I used my fingers, but you may have a better method.
Remove Plastic and Spring
Clear out the plastic and the spring from the body of the dispenser. Keep the plastic piece as a backup (you'll understand in the next step.)
I didn't add a picture, because it is pretty straight forward.

Arrange Plastic Piece
There should be a plastic piece in the main part of the dispenser (not its head). Push it up or down with a pencil or Popsicle stick. Get it to the point where you can put the flash drive in and it will be sticking up about 1/2 of an inch.
If there is no plastic piece (or you discarded it), you can add the piece that was at the top of the spring.

Add Foam or Filler
Insert the filler you are using into the top of the body and on top of the plastic piece.

Apply Glue
Put Gorilla Glue into the bottom of the body of the dispenser. This is to hold the plastic piece in place, so apply glue around the plastic piece.
Allow Time to Dry
I don't think I needed to put a picture for this, but if I did it would be me waiting forever.
Make Sure Head Fits
Make sure the head fits. You most-likely have the have the chin sticking out a little bit further if it doesn't..
Still doesn't??? - Try cutting off the plastic that sticks out inside the head
