you will need:
a container to serve as your vase. I used this cute tin pail as it was being made for a small child.

coordinating tissue paper

foam craft ball. make sure the ball fits securely inside your container without glue or tape.

20-30 lollipops. the number of lollipops will depend on their size. I use small dum dum pops and ended up needing about 25.

Take one sheet of tissue paper and fold in half twice. Once width wise and then length wise, to create a square. unfold and cut along the two folds you just made. creating four squares. you will use these squares in the next step.
.

Create Base.

use first square of tissue paper. create a ball and place it in the bottom of your pail.

use second and third square to create "petals". put squares in an criss-cross pattern on top of pail. there should a v on the top or bottom, depending on how you positioned paper.

use last tissue paper square to cover foam ball.

put covered foam ball in pail so that it sits securely, and is even with top of pail. if you chose to use a larger ball, then it may need to be stabilized with an adhesive so that it won't move after you add lollipops.

Add Lollipops
