The algorithm is - when the minute hand will be in front of the numbers 12 (the first reed switch).

A sterelka hour in front of 7 hours (the second reed switch), the voltage goes to the transistor. If there is no rain, it will be opened as the gate electrode shorted to negative. With transistor electric current is supplied to the valve and opens it.

When the arrows are 12 and 9, the current through the reed valve closes electro.
