Mark the Holes
Mark where you want to make the holes in your ping-pong ball using the Sharpie marker.
Poke the Holes
Take the needle and slowly tap it into the dots using whatever weight you have (It's not something you do with one hit, tap it gently.) It will probably take a while depending on how many holes you want.
It might help to shine a light in the ball to make sure you've put holes where every dot is.

Drill Another Hole
Gently take the drill and make one hole. It needs to be just big enough for you to put catnip through it.
Fill
Rub catnip into the hole until you have plenty inside. (About 1/6 to 1/4 full)
Tape Shut
Take tap and press it against the area of the hole several times to get rid of whatever catnip is there that will get in the way of a new piece of tape sticking. Get a piece of tape just big enough to cover and stick it against the hole.
