LEDs have a positive and negative wire. You will need to put the battery between the wires. If you press the wires to the battery and nothing happens, this means that you need to switch the wires as you have an incomplete circuit.

You will tape the wires to the battery which will cause the LED to stay on. Even after the battery will die, the LED will still continue to work. Consider recycling the LED when your ping pong stops glowing.

Ping pong balls are pressurized so as you put slice a small hole in the ping pong ball try to hold the ball lightly. This make take several times to get it right without causing the ball to dent. A good razor and not cutting on the seam of the ping pong ball will help.

Next place the lit LED into the slot that you have cut in the ping pong ball.

Finishing the Glow in the Dark Ball

Now you have the lit LED in the ping pong ball so the last step is to use low temp hot glue to seal the hole. After applying the hot glue, lightly squeeze the hole closed to create a good seam.

You now have a Glow in the Dark Ping Pong Ball that will last for several days. Consider recycling the LED when the battery dies.
