Fuzzy Wrist Restraints
Leather, buckles, straps and a lot of D-rings can be a bit intimidating if you're new to this sort of thing.....
Pink Fake Fur and Velcro just seem a wee bit softer, and more inviting.
These cuffs do however work and will definitely hold you're partner/subject in place.
I've made almost a dozen of these now for Christmas gifts
Material List
Fuzzy Fake Fur - 3 1/2" X 10"
Regular Fabric - 2 1/2" X 9 1/2"
Velcro - 1" wide high quality stuff (9" long per cuff)
Welded Shut d-ring or metal ring

Base Fabric
I used some left over fabric from the creation of our RV curtains, a big plus for this fabric was the pattern of white lines which allowed me to cut the fabric very straight, something I usually don't have the patience for.
Fold over all the edges and sew them down so you've got a nice rectangle of fabric that won't fray (remember we're building for strength, and hopefully these will get lots of use, YAY!)

Velcro Prep
Hopefully you bought both sides of the Velcro....
Stick about 3/4" of the Velcro together and sew it together with a good "X" pattern, don't be afraid to go over this a few times with the sewing machine

Add the Velcro
The white lines on the pattern help a lot again centering the Velcro onto the fabric.
The important part here is to make sure you sew the Velcro on only half way, then stop and slide the ring through the Velcro, then continue sewing the Velcro down to your material.
I stitched around the perimeter of the velcro, then straight down the center, as well as stitching back and forth across the Velcro on each side of the ring (keep in mind that the ring is going to be pulling against the Velcro, whenever you're...um...Actively using the cuffs...so you really can't use too much stitching here)

Add the Fur
Unless you like very angry Vegetarians, I'd recommend you go for some nice fake fur, it has the added bonus of coming in pastel and neon colors not usually found on living creatures.
I laid out the completed fabric Velcro piece and cut the fake fur out just slightly larger, about a 1/2" on each side.
(if you'd like to add more padding or want a ridiculously fuzzy cuff you can double the fabric over)

All Done
You're done, I add a small clip to the ring with a short length of black rope sewn to the clip and a loop sewn in the other end.
Between the ring, the rope, and the clip, you should be able to find some way to sufficiently tangle your partner up.
