Preheat Oven
Heat oven to 350°F (325°F for dark or nonstick pans). Place paper baking cup in each of 24 regular-size muffin cups.
Bake
Make cake as directed on box for 24 cupcakes, if you want to add extra ingredients, fill muffin cups half full; top each with 1/4 teaspoon of sprinkles for example. Top with remaining batter; sprinkle each with 1/2 teaspoon sprinkles if you choose to make confetti cupcakes.
Cool
Bake as directed on box for cupcakes. Cool in pans 10 minutes; remove from pans to cooling rack. Cool completely, about 30 minutes.
Frost
once the cupcakes are cooled, use the skinniest pipping tool tip you have, fill the pipping bag with blue frosting for cookie monster or red for Elmo. Squeeze the frosting from the pipping tool gently on the cupcake using a small "spiral- like" motion. Once the cupcake is filled with frosting, you can shape the frosting with the piper making it appear "pointy" like in the picture if you would like.
you can choose to place cookies in the middle of the cupcakes to serve as a mouth for "cookie monster" or simply draw on a mouth using black edible gel.
