Supplies
What you'll need is a thread, the sawing machine, measuring tape, pins, two pads, and last certainly not the least the material. You'll need around 2 m of material.
The Parts You'll Need
First, measure the width of your waist. Then you add a few extra cm so you can tie the top back. The thickness of the first strip depends on who short you want your top to be.
The next two strips we measure by placing the material onto ourselves. You'll need a strip that goes from your front part to your back in the crisscross way. The second strap should go across your chest and you connect it to the first one. When you've measured the length of the strips, go on and pin them so you can create a tube shape. The width depends on your chest size. Insert in the tubes the pads if your material is thinner, or if you don't like going out without a bra. Once you've sawed all the parts and connected them all, you can go ahead and connect the middle part between the two strips. This is the additional part, not necessary. Measure the separation between two strips, and double the length of the material so you can make the ruffles.

All the parts you've pined sew one by one.
First, sew the strip across your back to the bottom of your shirt, then the second tube to the bottom part, and the first strip. And last but certainly not the least the middle part. The height of the middle part depends on how much coverage you want
