I bought this pair of cap toe flat shoes from Kmart for$12, really nice foundation for a pair of cat shoes.
Mask Cat Ears

I'm not very confident with my painting skills, so i masked out the ears with frog tape. I adjusted the shapes several times to make sure they look nice and symmetry.

Fill the blank with a permanent maker. Remove the tape.

I used a silver metal maker to draw the cat faces. I practiced before i really drew on the shoe.
