You need one bag of concrete for every 2 pumpkins
Mix Concrete

The wetter the mixture, the better. If you can leave the pumpkins outside, you want to drill one small hole in the bottom of the pumpkin buckets. This will allow the pumpkins to dry faster
Full the Pumpkins With Concrete

Top Them Off

The concrete may settle a little. Fill them with more concrete as the settle. MAKE SURE all of it it gets wet as you pack it in.
Add a Railroad Spike in the Top

Then, allow them to dry for 24 hours
