All you really need is pliers and art supplies like wire of various gauges, buttons and bike parts. Scissors and other tools can also be useful.

Preparation

Cutting up inner tube can create feathers or other shapes. Use jump rings to connect hooks with your decorations. Splitting the jump ring up and down is more effective than moving the two ends away from each other.

Cleaning

Some bike parts are dirty. Degreaser removes most grime. If you want to step up your grease fighting game an ultra sonic cleaner will do the cleaning for you. I bought this one at brookstone. It was labeled as a jewelry cleaner.

The easiest way to pierce inner tube is to pilot hole with earing hook then thread jump ring through.

Finishing

The jump ring or hook can be obstructed by excess material at top. Trim to your preference.
